To a reasonable extent yes. We prefer accounts not to have many servers with no backups running on them. So we have a soft limit of 5 servers per account that have NO backups setup.
For example, on the PRO plan you could have 100 servers each with 1 backup, and 5 servers with no backups running for a total of 105 servers.
